Add support for service annotations

Essential for adding configurations for service of type LoadBalancer on various cloud providers.

:) well we did go through a lot of work to add tests here and point folks to it. I do agree that recently there's less maintenance, but this sort of ask doesn't necessitate a switch to a different chart ;)
