Encoding specification or convention?

At https://wiki.openzim.org/wiki/ZIM_file_format#Encodings, we have many points regarding encoding.

I suspect that part of them might be only a convention, in particular the one about the HTML content encoding.

Not sure, but we should clarify things (at least for me).

Seems quite clear that it's a requirement from the spec wording. And that's how it's handled (assumed at least) in the code. Given it hasn't been much of an issue for all those years, it seems appropriate.
