Compile Error on Debug Build for Version 2021.4

Hello,

I am trying to build an older version (LTS) of openvino arm cpu plugin using intel build scripts.

The release build words fine, however, the Debug version of the arm plugin seems to take issue with some of the inline assembly, saying that the asm has impossible constraints.

Could I be missing something else, such as that debug builds aren't supported?
