[Bug] After RME Update spawntime was set for every monster on map to default value - 60 #126

With the introduction of the weight parameter to RME, all monster spawntime was reset and set to value 60 which is not perfect in case some hunting grounds balancing were made in the past.

oh and also by default the weight % should be set to 100% instead of 25% :)

Upon additional checking, the issue is even more severe.
The settings set in the RME GUI are not reflected at all in the XML
