Inconsistency between a link and the text of the link on copyright page

How to reproduce the issue?

At the bottom of the page, you can see, just above the "Trademarks" section, the text "or file directly at our on-line filing page."

When following the link, the page is not an "on-line filling page" but a procedure page to send an email to DMCA.

Text should be improved.

We have no control over that page and I believe OSMF changed it because it was getting too much spam.

I think the point here is that we have this sentence on the copyright page:

please refer to our takedown procedure or file directly at our on-line filing page.

Each link takes you to a different page, which are very similar to each other (although not quite the same!) and both of them tell you to do more or less the same thing nowadays. So we probably only need to link to one, not both.

It's not clear to me which one is best to link to.
