Describe the bug
Time settings in snapshot policy don't seem to be working well.

When I click in the selectbox or press Enter for the time that the Snapshot Policy works, it is still set to 20:00 and does not reflect the time I want.

To Reproduce
Steps to reproduce the behavior:

  1. Go to 'Snapshot Management'
  2. Click on 'Snapshot Policies'
  3. Click on 'Create Policy'
  4. Scroll down to “Snapshot Schedule”.
  5. In Start time, select the desired time and click or press Enter.
  6. The error that the time is back to 20:00 occurs.

Expected behavior
I can choose time when I want to execute the Snapshot Schedule.
