Targets button and count not shown on pathway page

If targets exist for a pathway then a button with a count should be shown to allow the user to navigate to the list. The compounds list is being fetched but a list of targets is not yet being retrieved. eg pathway http://identifiers.org/wikipathways/WP1002 (in 1.4 API at time of writing).
