Here are some slight modifications, that should improve the layout:

• Force subtitles for all items
• Force a min height on each item
• Force the scrollbar
• Smaller font
• Subtitle with a grey color

I would say just use a smaller font for the titles.
Let's not overthink what the users did not complain about.

@teolemon I assume you're talking about accessibility, that would deserve its own issues. Including the recent one with "light orange" on white evoked in #2318.

For the text scale factor, I'm sorry but if you touch to this, you have my veto.
Changing accessibility things should only be done when necessary.

My proposals were based on my previous experiences:

• Material settings always have a min height (even when a subtitle isn't visible)
• The font size is way too big on small devices

Beyond the "too big or not too big" dilemma, our display are incoherent:

I have a preference for number 2. Anyway we should try to use the same display in those 3 pages, shouldn't we?
