feat: undo component delete [FC-0076]

Implements: #1418

Allows library authors to undo component deletion by display a toast message with undo button for some duration after deletion.

Testing instructions

• Checkout feat: api to restore soft-deleted component [FC-0076]  edx-platform#35993 in edx-platform
• Start tutor devstack.
• Go to any v2 library and add a component, and optionally add this component to any collection.
• Now delete the component and use the Undo button in the toast to undo the action.
• Verify that the component is back in library as well as the collection if it was added to any.
