Switch users to opencontainers/cgroups

This issue is to merely track the progress of switching users from github.com/opencontainers/runc/libcontainer/cgroups to github.com/opencontainers/cgroups.

• runc: Switch to github.com/opencontainers/cgroups runc#4638
• c/common: Switch to opencontainers/cgroups containers/common#2345
• google/cadvisor: Switch to opencontainers/cgroups repository (includes update from golang 1.22 to 1.24) google/cadvisor#3664
• kubernetes: Update to latest cadvisor @ v0.52.1 and new opencontainer/cgroups and drops opencontainers/runc kubernetes/kubernetes#130569
• moby: switch to github.com/opencontainers/cgroups moby/moby#49562
• singularity: deps: switch to oc/cgroups sylabs/singularity#3597
• cri-o: Switch to opencontainers/cgroups, runc 1.3 cri-o/cri-o#9219

Can add this one to the list (for master / v28.x, older release branches are still on libcontainer);

It seems there are no more users of github.com/runc/libcontainer/cgroups that I am aware of that weren't converted. Meaning, the work is done and this one can be closed.
