Hi @matthewdarwin, my apologies for taking 5 years to respond here :)
I'm not sure if this is an area you still have interest in and it looks like as of December of 2021 the @CityofTorontodecommissioned their Open311 API so i can't check on their HTTPS URLs, but the validator should now be HTTPS by default and it looks like it's able to validate examples for Open311 API endpoints from @CityofOttawa using HTTPS, e.g.
The validator has not been maintained or fully developed for a long time and I'm not sure if I will be in a position to do much more with it in the immediate future, but there may be other community led validators that are more actively maintained. I'm hoping to get more active in the Open311 community in the near future and hope to have updates to share on the mailing list soon.
