Bug: Fix all jsx-a11y plugin warnings

This is an overarching issue to oversee all the fixes that the jsx-a11y eslint plugin has surfaced.

Note when fixing an issue, for example an onClick on a div, use a native button element instead of adding all the event handlers and aria-* attributes to fix the issue. Native elements like a button handle focus events, etc.

Please tackle one issue at a time so others can contribute as well.

Tasks:

• Add the jsx-a11y eslint plugin to the project #2264
• enhancement: a11y rule "label-has-associated-control" fails with a warning. #4126
• enhancement: a11y rule "anchor-has-content" fails with a warning. #4127
• enhancement: a11y rule "role-supports-aria-props" fails with a warning. #4128
• enhancement: a11y rule "no-noninteractive-element-to-interactive-role" fails with a warning. #4129
• enhancement: a11y rules "click-events-have-key-events" and "no-static-element-interactions" fail with a warning.  #4130
• enhancement: a11y rule "no-autofocus" fails with a warning.  #4131
• enhancement: a11y rule "img-redundant-alt" fails with a warning. #4132
• enhancement: a11y rule "mouse-events-have-key-events" fails with a warning.  #4133
• enhancement: a11y rule "iframe-has-title" fails with a warning.  #4134
• enhancement: a11y rule "no-noninteractive-tabindex" fails with a warning.  #4135
• enhancement: a11y rule "anchor-is-valid" fails with a warning.  #4136
• enhancement: a11y rule "no-noninteractive-element-interactions" fails with a warning.  #4137
• enhancement: a11y rule "interactive-supports-focus" fails with a warning.  #4138

Once all these issues are fixed, the last thing to do is to set the jsx-a11y plugin to error instead of warn. See #4110
