UI: Fix tabs when scrolling

I often scroll down through the documentation, and then want to switch to another top-level page.

Right now I then need to scroll all the way back up to the top to switch between pages / sections.

It would be good to avoid this need to scroll. One way to do this would be to fix the tabs in the same way the other menu at the top of the screen is fixed.
