OCI Annotations

Does the OCM cli currently have any facility to add OCI annotations?

It seems that we also may need a dedicated field in the spec to handle these.

Initially, I would like to be able to produce a OCI manifest similar to the following, whereby annotations are present on a layer containing a component descriptor:
