Inferno test failed when resource has Reference element but without Reference.reference sub element

When certain Reference type elements returned by the system under test do not have Reference.reference populated, Inferno tests provide a system error. While perhaps unusual, Reference.reference does not have to populated as long as identifier, display or extension sub-elements are populated.

This use case should be handled by ignoring such Reference/Resource instead of a hard failure
