Update app so that if a region doesn't have SWE, then the SWE dropdown is greyed out #72

Right now in the Snow Today app, if a region that doesn't have any SWE data is selected, the SWE drop down is still active allowing users to click it but nothing happens. Need to grey this out when a region doesn't have SWE data.
