Spike: Importer 117 and 193 do not run jobs

Summary

Running importer 117 and 193 appears to start running, but when you look at sidekiq the first job shows for about 2 minutes and then disappears, leaving zero jobs running. It appears to job be this importer experiencing this.

Acceptance Criteria

• The reason why importer 117 is not running is identified and follow up tickets are created
• The reason why importer 193 is not running is identified and follow up tickets are created

Rob said this is likely due to a "corrupt" XML record. When found, let Miranda know so it can be corrected
