Support ntgrrc being used as a library in other Go programs

## Motivation

in scenarios like home automation, offering ntgrrc as a library enables better integration options to extend existing home automation server's plugin infrastructure.
Hence, it would be beneficial to refactor the ntgrrc code so it can be used as a library as well
