[vbsp.exe] Missing files

Was going to try using this to compile a modified VRAD/VBSP/VVIS for Garry's Mod limits, but instead of just missing wscripts and broken code they're missing quite a many files rather mysteriously:

For example disp_ivp.h is missing that exists in cstrike15_src and a slightly different version in source-sdk-2013.

Why/how are these missing? Is this based on something that was lacking these?

someone forget to add it 3 years ago, you also cant compile compilers for linux, and for windows, bsp21 brokes that compilers
