Moves app management API chapter from User Management to Apps management section

I'm not sure why this chapter is in the user management section of the Admin Manual. I think it got added a million years ago alongside user management API. Probably should get moved to the Apps Management section.

• tidying up of the overview which mentions it: https://docs.nextcloud.com/server/latest/admin_manual/configuration_user/user_provisioning_api.html
• moving existing https://docs.nextcloud.com/server/latest/admin_manual/configuration_user/instruction_set_for_apps.html to be underneath Apps management section
• Changing title form "Instruction set for apps" to something like "Apps management API"

Hello. I am taking a software engineering class and I was wondering if I could claim this issue for a project I am doing. From my understanding I would have to move the content described from one section to another. I don't know if this is considered an urgent issue since it was opened in May but if given about 4 or 5 weeks I am sure I could get it done. I would just have to figure out how to move the content without a hitch since I am not the most experienced, but it is most definitely within my current comfort zone. Again though, I would just need time.
