Version 0.10.3 and split of cookbook version numbers (again)

Hello users,

we just had a new release 0.10.3 published and rolled out. You will soon get notifications about a pending update. Finally, development starts again. Sorry for the long delay. We should have made smaller steps.

The upcoming release of Nextcloud server version 28 will bring some technical changes to the apps again. This makes is necessary for our effort to split between multiple versions again:

• The version 0.10.x will be compatible with the current server 27 and before.
• Starting with NC 28, the new version 0.11.0 and following will be needed.

Today I published the last release that was before the split. I will try to backport changes in the current development but I cannot promise this for all changes. Some might simply be too much of work to backport: The frontend has been significantly rewritten. So, enhancements will mainly happen on the new development branch.
