full data resync after AIO migration despite unchanged data or mtime

Nextcloud Windows Client keeps synchronizing unchanged data (unchanged mtime) after migration from snap to AIO.

I am aware, that this could be placed in all 3 places (client, snap or AIO) but I choose it to be here, as my target system will be an AIO installation.

Steps to reproduce

1. migrate data from snap to AIO installation via 'files only' method from https://github.com/nextcloud/all-in-one/blob/main/migration.md
   Notes: 4: containers where stopped manually, 5: data was transfered via a robust transfer methods (scp -p between servers, and cp -rpa on the server). I confirmed that the mtime is always the same
2. restart client / login
3. notice that the client starts re-downloading all files from the server

Expected behavior

• data after the migration and re-scan with unchanged mtime will not be synced down again

Actual behavior

• all user data will be re-downloaded to the Windows Client even there are not changes

Yes, but this does not really help. That's exactly the problem. The server tells suddenly everything is new and therefore it syncs it down to the client, even tho it is nor new.

Also there is no data discrepancies because I set both next clouds (snap and aio) to maintenance before starting the data migration process.

Plus I don't want the opposite (meaning that the all data will be re-uploaded instead of re-downloaded)

So not sure what you are suggesting. Can you explain your thoughts about that more clearly please?
