Connection block size is not instantiated in the kernel

The connection block size is hardcoded in [connection.cuL92](https://github.com/nest/nest-gpu/blob/onboard_paper/src/connect.cu#L92) of NEST GPU onboard. It would be better to have it in the kernel and raise an error in case it is changed after the beginning of network construction.
