Acquire permission for logo use

I believe the use of the Zenodo logo in this manner requires permission. TOPS has an existing relationship with Zenodo and could ask for permission.

@FKepner thanks for the suggestion we are currently dispositioning this. We plan on bringing this to the Ames / PMO tag up to discuss whether we can use our relationship with Zenodo to see if they would be okay with us using this image.
