Cannot register the default admin

When using the Docker image (PocketBase v0.23 and later), the initial setup process no longer allows creation of the default admin user via the web interface.

I found a workaround:

• Deploy PocketBase v0.22.x using the Docker image.
• Create the admin user through the web interface.
• Upgrade to the latest version (v0.23+).

Is there a documented or supported method to manually create the default admin user when using the Docker image for v0.23 and later?
