[Bug]: Mouse wheel pinch zoom zooms the whole PDF viewer, not just the content

Steps to reproduce the problem

1. enable pinch zoom for mouse wheel (about:config, set mousewheel.with_control.action to 5)
2. open PDF
3. try to zoom with CTRL + Mouse Wheel
4. it zooms the whole viewer instead of just the PDF, and the PDF is blurry

What is the expected behavior?

It should zoom the content of the pdf only

What went wrong?

It zooms the whole viewer instead, not just the pdf

Touchpad pinch zoom works properly and zooms just the content, its just mouse pinch zoom

Should we perhaps change https://searchfox.org/mozilla-central/rev/aecbd5cdd28a09e11872bc829d9e6e4b943e6e49/toolkit/components/pdfjs/content/PdfStreamConverter.sys.mjs#442-445 to also treat 5 as a valid value for zooming, given https://searchfox.org/mozilla-central/rev/aecbd5cdd28a09e11872bc829d9e6e4b943e6e49/dom/events/EventStateManager.h#800?
