I'm often on bugzilla bugs that already have a JBI integration tag ([blah]) on them. When I add our tag, it doesn't create a new issue in Jira. I'm assuming that's because there's already an existing tag.

Since sync is one-way (bz->jira), could the tool create and sync multiple Jira issues?
