And fails with: ValueError invalid literal for int() with base 10: ''

@annagav can you give some more context here? Is this related to an issue in hq/issues?

No, I don't think this issue is related to the issue https://github.com/mitodl/hq/issues/798. This is just an error where it is trying to process an empty row.
