Describe the desired feature

As part of our transition to having Neo be the default UI, we need to first encourage people using the classic UI to switch over. We can prompt as part of the Ode default setup before loading the user's last project (or showing the no projects dialog).

Give an example of how this feature would be used

When a user logs in, we would prompt them to let them know that there is a new UI and that they can switch to it. The prompt should only be shown once per user.

Why doesn't the current App Inventor system address this use case?

We default to the classic UI by default so that it doesn't disrupt teachers/classrooms.

Why is this feature beneficial to App Inventor's educational mission?

Generally people have been positive about the new UI and this dialog serves as a way to inform people that it is an option.
