Download and extract the singularity image (if the image doesn’t exists) #5

@dgarijo tested a setup but the docker image was not available on the opensciencegrid.org.
Then, the setup fails.

but in mInt it show: FATAL:   failed to retrieved path for /cvmfs/singularity.opensciencegrid.org/mintproject/droughtindices:latest: lstat /cvmfs/singularity.opensciencegrid.org/mintproject/droughtindices:latest: no such file or directory

This is going to be frequent.

The solution is:
If the image doesn't exists, download and extract the singularity image

I agree with the issue.

However, I executed this in MINT in the past with the ensemble manager (see https://dev.mint.isi.edu/ethiopia/modeling/scenario/kqw0wdZTBM6yuVAVIUgn/M3RzIqfmyDNQATtYVJey/YLGVJisAFOh9UwvkcjpW/runs) And the image in available in singularity repo:

https://github.com/opensciencegrid/cvmfs-singularity-sync/blob/master/docker_images.txt
