Is your feature request related to a problem?
Currently, the web interface is only available in English, which limits accessibility for Vietnamese-speaking users who prefer to use the platform in their native language.
Describe the solution you'd like
Add Vietnamese language support so users can choose between English and Vietnamese. The implementation should include:
- Translate all UI text to Vietnamese
- Add language switcher component
- Store user language preference (localStorage/cookies)

Who would use it? Vietnamese-speaking users, local government officials, citizens in Vietnam
When would they use it? When accessing the UrbanReflex platform, they can switch to Vietnamese for better understanding and usability
How would it improve their experience? Improves accessibility, user experience, and adoption rate among Vietnamese users
As a Vietnamese user, I want to switch the interface to Vietnamese so that I can better understand and use the platform in my native language.
