[Feature]: We need a command to trigger recreating index for a collection/partition/segment

Is your feature request related to a problem? Please describe.

If we use an index version with severe bugs, we dont have a way to recreate the index for a segment except waiting for compaction happens.
So we need to add a command to recreate index manually to replace wrong index as quckily as possible.
