Description of the new feature / enhancement

WinGet has several different features and use cases. If WinGet had support for experimentation, additional features could be tested with customers to determine the best behaviors and user experience.

Examples could be different error/success messaging as well as other output messaging and user experience flows.

Customers should be able to opt-out of experimentation with a WinGet setting.
Enterprise customers should be able to opt-out of experimentation using Group Policy Objects (GPO).
