Installed programs on D: drive

How to run this code on D:

winget upgrade --all --include-unknown --silent --accept-package-agreements --accept-source-agreements

I used D: on the cmd to go to the drive but that didn't work.

I have programs installed on both drives.

I'm not sure if this is a bug or a possible feature request.
