Add a command to create a new local terminal in the editor area

At the moment, we have:
Terminal: Create New Integrated Terminal (Local)
Terminal: Create New Terminal in Editor Area

I'd like:
Terminal: Create New Terminal in Editor Area (Local)

This would be a major quality of life win for me, as to the best of my knowledge there's not currently a way to do this.

I would also be down to submit a PR for this myself, if someone is willing to tell me what I have to change.
