It would be good to have two commands to list flow runs and re-resubmit flows in bulk.
e.g.
pac powerautomate runs --start 2024-06-01T00:00:00 --end 2024-06-01T01:00:00 --status succeeded --json
pac powerautomate resubmit --start 2024-06-01T00:00:00 --end 2024-06-01T01:00:00 --status failed
