Solution Import - Activate Plugins param

Below is how the UI looks in maker portal.

It says both plugins and Flows will be activated. But pac does not mention anything about Flows.

Are flows activated when solution import is done via PAC? If so, please add this to description.

I also see that there is a --activate-flows param hidden behind a feature flag.

Is this to selectively activate Flows, or does --activate-plugins activate no Flows at all? Please clarify.
