Description of the new feature / enhancement

To support those who are not good at English or cannot really understand the features in Vietnam, Powertoys should add a new language, Vietnamese.

Scenario when this would be used?

For Vietnamese people who need to use Powertoys in their mother tongue (Vietnamese)
