Issues with the New Support for Google 2-step verification

Describe the bug
If you have the option active to confirm new apps inside Cloud messaging Settings then will microG never register and spam of the same errors in logcat

To Reproduce
Steps to reproduce the behavior:

1. Go to Device Registration and turn it on.
2. Go to Cloud Messaging and Turn it on
3. Go to Cloud Messaging Settings and turn "Confirm new apps" on
4. Go to Google-Accounts and turn the Google 2FA toggle on
5. Go to Cloud Messaging and see that microG isn't listed there or haven't asked to be registered.
6. It should ask to be registered or just auto register after switching 2FA on

System
Android Version: 15
Custom ROM: LineageOS for microG 22.2 (Pixel 6 Pro and Shield TV Pro 2019)

Additional context
i tested microG 0.3.9.250932 on those 2 devices and the same issue happened on both.
currently you can turn "Confirm new apps" off to make it register and turn it back on tho.
