Webcam Access Not Working

Describe the bug

Unable to see camera embeded in web pages

Goto https://scanqr.org/#scan and try and access the webcam. I think this is mentioned elsewhere in the issues, this site uses the XING java library to access the camera to decode QR codes.

Also having trouble access the camera with android 7. Camera fails to open.

Also seems I cant use "" to grab camera. No error mesage just this in the log when I press the "choose file"
