ISO/IEC Coding Guidelines: cross-references to items in bibliography #311

Source: #190, metanorma/metanorma-iso#868

Currently, mnconvert converts the Metanorma eref to the NISO STS std structure:

<std type="dated" std-id="iso:std:iso:19115:-1:ed-1">
<std-ref>ISO 19115-1:2014</std-ref>
</std>

Regarding 'IEC/ISO Coding Guidelines', '10.1.6 Cross-references to items in bibliography':
References to items in the bibliography are coded with <xref>. (@ref-type is "bibr")

I.e.:

<xref rid="biblref_13" ref-type="bibr">ISO 19115-1:2014</xref>
