Enable the modification of the version number while building a template

At the moment, the version number cannot be modified while building the template, and it always starts at version 0.0.1. Template developers are only permitted to modify it when they are ready to publish.

I suggest implementing a new workflow that allows template developers to modify the version number at any point during the development phase and lock it in upon release. This approach offers developers the flexibility in determining the initial version number. The bibo:status serves as a sufficient indicator to know whether the current version is still in development or has been officially released.
