Support superset user management

Now that eCHIS is rolled out in ALL counties, we need to ensure all relevant county and sub-county decision makers are also included in Superset. It makes sense that the same county teams providing user management support should be able to do this.

@alexosugo could you link the code you've been maintaining to do this?

Is the intention here to have the user managers handle creation of their respective counties' Superset user accounts?

For the case of MoH Togo, I am creating a consequent number of users, with roles, and rls and how fastiduous it is.
So I was thinking on working on this ticket to make it easier.

Could we sync on it ?
