Use dateparse to parse dates
Still be able to match previous formats:

const LONG_DATE_FORMAT: &str = "%a %b %d %H:%M:%S +0000 %Y";
const SHORT_DATE_FORMAT: &str = "%a %b %d %H:%M:%S";
const REGULAR_DATE_FORMAT: &str = "%Y-%m-%d %H:%M:%S";
