Hybrid data collection, with user consent (full collection) and without (light collection)

Summary

Regarding GDPR, at the moment, you can set up your Matomo data collection and reporting in two different ways :

• "consent exemption mode" (following CNIL guideline in France for example - limited Matomo features).
• "consent required mode" (full Matomo features)

But you can't combine both ; Some platforms are offering this capability under the "Hybrid Mode" label.
This would allow to have the best of both methods in a single report ;
For example you could allow to have all the visits (consented + not consented) + E-Commerce report (consented users only)
You could also have Heatmap reports...

This feature could be articulated with a consent property/dimension associated with all the events/hits.

As many client are interested in E-Commerce reporting AND Exempt mode, I believe this could be great addition to Matomo.
