There is already a report for this:

By default, it will email you indexes with fragmentation over 30%. This is consistent with Ola Hallengrens maintenance solution. You can change it in the report definition.

great should enable it after deploy sqlwatch dacpac file? or by default dacpac enable this script? where can i put my email address? on grafana or whatever?
how can i have percent of index fragmention on grafana dashboard?
