[Logging and Notifications] Notify by email on fatal error #2

Email notifications could possibly be sent out on fatal errors...
Alternatively, a digest of new errors could be sent our periodically.

This would probably require storage in the database of some kind.
(though this is tricky if the error is a database error!)
