can't switch accounts until being fully synced

account #0 is displayed when you unlock a wallet, and you can't switch to a different account until history is fully synced and scanned (the button won't appear).

it's safe to view addresses and to receive transactions while you're unsynced, so there is no reason to block people from doing that in other accounts. it causes unnecessary delay.
