Setup notification component #1

Description
We need to setup some sort of notification system for this because at the moment I am not notified when issue is created. We can use github's notification system so we're notified when a new issue are created but these take higher priority since they must be dealt with ASAP.
Options
- Twilio - get SMS
- AWS SES - use aws ses to send us an email.
- Add integration onto Teams (what my team currently uses)
