Describe the bug

Restarting Artemis reenables the plagiarism check

To Reproduce

  1. Go to 'Feature Toggles'
  2. Disable 'PlagiarismChecks'
  3. Restart Artemis
  4. Go to 'Feature Toggles'
  5. 'PlagiarismChecks' is enabled again

Expected behavior

PlagiarismChecks stays disabled.

The Feature Toggle is only changing the runtime behavior, but is not persisted. It's rather useful if you want to disable this feature temporarily, e.g. during an exam to avoid that some instructors accidentally overload the system.

@ole-ve is working on a mechanism to disable certain modules, such as plagiarism completely based on profiles.

@ole-ve could you prioritize the plagiarism module here?
